Prior to the secret ballot, provide the employees concerned with written information, including the impact of the proposed regulations on staff salaries, hours and benefits. Consult with staff and keep at least fourteen (14) days prior to voting one or more meetings to discuss the impact of the alternative work schedule. If at least 5 (5) percent of the employees concerned speak primarily a non-English language, they must be informed of the alternative work plan in that language.
